This study aims to analyze the level of democratic understanding among students at Universitas Sembilanbelas November (USN) Kolaka and identify aspects that have been well mastered and those requiring further pedagogical reinforcement. The research employed a quantitative descriptive approach involving 117 active Management Study Program students as respondents. Data were gathered through a structured questionnaire on a Likert scale covering six primary indicators: basic concepts of democracy, Pancasila Democracy, freedom of expression, equality of rights and responsibilities, tolerance and respect for differences, and deliberation and collective decision-making. The results demonstrated that the average response score reached 97.46% of the maximum theoretical score, falling into the very high category. The tolerance and respect for differences indicator achieved the highest score of 100.00%, followed by equality of rights and responsibilities at 99.00%, while the Pancasila Democracy indicator recorded the lowest score at 95.23%. These findings indicate a highly positive affective orientation toward universal democratic values; however, conceptual and philosophical comprehension of Pancasila Democracy requires further consolidation. Civic education in higher education must be reinforced by prioritizing the internalization of Pancasila Democracy through contextual case-based methods and authentic deliberation simulations to transform normative perceptions into objective civic competencies.
