Modernization and globalization weaken communal cultural practices that have long served as space for learning social values. The Megoak-goakan tradition in Panji Village, Buleleng Regency, recognized as Intangible Cultural Heritage, has the potential to serve as such a space, yet the way it instills values has rarely been examined. This study aims to analyze the internalization of the values of mutual cooperation (gotong royong) and tolerance in the Megoak-goakan tradition and its role in shaping the civic culture of the Panji Village community. The study used a descriptive qualitative approach with a realist ethnographic design. Data were collected through participant observation, unstructured interviews, and documentation, analyzed using the Miles dan Huberman model and validated through technique and source triangulation. The findings show that gotong royong is internalized through direct expreince and habituation, while tolerance is internalized through an understanding of the tradition’s history of openness, which is then tested in interactions with participants from outside the village. Both values point to a tendency of citizen’s orientation shifting from subject toward participant, reflected in social trust, civic engagement, and compliance with a social rules, and reinforced by institutional support. The main challenge is the declining number of young people who remain in the village because they migrate for work.
