The Uninhabitable Housing Quality Improvement Program (RTLH) is a government effort to improve housing conditions for low-income communities. This article examines program implementation and changes in beneficiaries’ quality of life in Buleleng Regency. The study used a descriptive qualitative approach involving officials from the Buleleng Regency Housing, Settlement Areas and Land Office, village government representatives, and beneficiaries in Mengening and Depeha Villages. Data were collected through observation, interviews, and documentation, analyzed using the interactive model of Miles, Huberman, and Saldaña, and checked through source and technique triangulation. The findings indicate that the program involves beneficiary proposals, verification, housing rehabilitation, and monitoring and evaluation. Implementation engages local and village governments, facilitators, beneficiaries, families, and community members through self-help and mutual cooperation. Challenges include administrative requirements, land status, limited funding, rising material costs, and geographical access. Beneficiaries reported improvements in housing adequacy, comfort, sense of security, self-confidence, and social relationships. Economic benefits appear indirect because changes in income and expenditure were not quantitatively measured. Overall, the program contributes to meeting basic needs and supporting beneficiaries’ welfare.
