KEAMANAN PENGUNGSI DALAM SUDUT PANDANG REGULASI ISLAM DAN INTERNASIONAL

Abstract
The problem of displaced persons is a perplexing problem facing local areas of the world today. Based on a report by the United Nations (UN), by the end of 2011, there were 47.5 million exiles, displaced people or shelter seekers, most of whom were Muslim, one of whom was Rohingya. Islamic regulation greatly influences plans in global regulation regarding the bailout of exiles. Refugee security in accordance with global regulations is set out in the 1951 agreement and the 1967 agreement which regulates the standards and freedoms and commitments of refugees. Islamic rules in the Qur'an Al Hasyr: 9 which contains the standards and privileges of asylum seekers. The rules perceived in Islamic regulations and world regulations are non- refoulement standards, which implies that the state should not remove residency seekers or refugees who enter its territory. These guidelines have become a global regulatory standard and must be implemented by all social groups occupying a particular area or area.
